To me, writing for public audiences means expressing your points to a big crowd. Many write for public audiences with the hope to really speak to them and influence them. It is also important that you, as a writer, are also satisfied with what you are saying. I feel like many have a specific mindset when writing for public audiences by thinking of what they would like to convey with their writing. Many edit their writing by thinking of ways to engage their audiences with their writing. For example, if someone wanted to translate scientific data into something that can be used by the public, they are most likely not to use difficult terminology that only scientists will understand. If they are targeting a general audience, they would write in a way that speaks to everyone and gets their message across.
